**What this comparison covered**

The Commission preparation record and Parliament tracker still describe an announced Digital Fairness Act, with an indicative proposal in Q4 2026. The EESC file now schedules its advisory opinion for the October plenary. Existing consumer rules have their own application dates.

This source comparison checked the initiative record, institutional timetable and research classification behind the learning material. Several EUR-Lex full texts could not be retrieved.
